You can't evolve as fast as Hepatitis C

Johns Hopkin's researchers studying HCV genomes and mutation rates have determined that the virus' rate of genomic change through evolution far outstrips both the immune system and the human capacity to develop new vaccines for the virus, with a panel of extant HCV viruses showing great resistance to current vaccines.

The mutations researchers found most involved in the processes of immune evasion for HCV were those involving surface proteins which were not the HCV binding protein. Researchers believe that these mutations alter the ability of the immune system to recognize virions, thereby allowing resistance both to natural and prophylactic immunity.
